Read the current work before proposing a new project. Find the smallest real gap between its present state and the intended outcome. Continue authorized preparation, preserve existing ownership, and make a bounded handoff if implementation is needed. Review the resulting artifact, name the checks actually performed and leave one clear next step if a genuine blocker remains.

Keep capture, build and release approvals distinct. A plan or passing source check is not proof of a working integration or public release.
